Ms. Enid Nambuya - Board Chairperson

Enid holds a Masters degree in Law in Human Rights from Leeds University United Kingdom, a Master of Arts Degree in Democratic studies from Leeds University, United Kingdom, a Bachelor of Laws degree from Makerere University Kampala and a Diploma in Legal Practice from the Law Development Centre, Kampala.

Enid is a skilled and experienced Human Rights lawyer and a development worker with over fifteen years experience in justice related issues and the rights based approach to development. Enid has a wealth of experience in managing human rights programmes in the justice sector, in transition and recovery situations, civic and voter educations, human rights and gender mainstreaming.


Remy Ssali - Vice Chairperson

Remy holds a Masters degree in Banking and Finance from Finafrica Italy, a Bachelors degree in Economics and Statistics from Makerere University and a Diploma in Management control and Management information systems from Maastrich Institute of Management, Netherlands. He has 28 years working experience nineteen spent in the banking sector. He served as Centenary Banks Cooperation Secretary for eight years and also served as the head of operations and deputy Chief Executive Officer of Centenary Bank for 14 years. A retired Banker Remy also acted as the Bank’s CEO several times. Since his retirement he has been working as a Management consultant and is currently working with Uganda Management Institute as an external examiner for the Post Graduate diploma in Financial Management.

Ms. Rita Sembuya - Board Member

Rita holds a diploma in Environmental Science, certificate in secretarial studies and a certificate in garments majoring in ladies and children’s wear. Rita has expertise in sexual and reproductive health issues and health education strategies for women, youth and communities and has strong commitment to holistic, interdisciplinary approaches to health and science. Rita is an Ashoka fellow and the founder and currently working as the Executive Director of Joyce Fertility Support Center Uganda. She is an advocate who raised the infertile patients’ profiles by breaking the silence and campaigning for the introduction of Advanced Reproductive Technology in Uganda

Ms. Sarah Nannyanzi – Treasurer

A Chartered Accountant Sarah is of nine years working experience and also holds a Masters degree of Science in accounting and Finance, and a Bachelor of Commerce from Makerere University. Sarah has worked as Finance Manager Save the Children USA, Manager Revenue and Accounting New Vision Printing and Publishing Company. Sarah is currently working as the Finance and Operations Director Emerging Markets Group. Sarah is a member of the Association of Chartered Certified Accountants, member of Institute of Certified Public Accountants in Uganda and has good knowledge in accounting packages.


Ms. Sarah Banenya Mugalu- Board Member

Sarah holds masters of law degree in international legal studies from American University, Washington College of Law, Washington DC, and a Bachelor’s Degree in law from Makerere University and a Diploma in Legal practice from the Law development Centre, Kampala and a diploma in legislative drafting from international law institute and development associates Inc Kampala. She is an associate principle lecturer at the law development centre Kampala and the chief executive and planner of the faculty of Law at the Kampala International University. She has been responsible for the development of the LLM program at KIU. Sarah has worked as a Senior State Attorney in Ministry of Justice, Kampala Uganda and also served as the Executive Director of FIDA Uganda.

She has developed a series of training materials and represented vulnerable groups in courts of law. Ms Banenya brings to PLA the experience in public interest litigation, management of growing NGO’s.

LILIAN KEENE –MUGERWA Legal and Strategy Advisor

Lilian is a social political lawyer of over twenty years work experience in both the public, private and not for profit sectors. Lilian has specialized knowledge and expertise in both the theory and practice of law, gender, governance, human rights, labour, HIV/AIDS and policy analysis. She has served on a number of NGO Boards including chairperson of the Africa Platform on Social Protection. A Senior Advocate, Lilian enrolled and was admitted to the Bar in1992. She has served as a Board member of the Legal aid Clinic of the Uganda Law Society 1998- 2000 and FIDA Uganda 1997- 2000. Also served on as the legal representative on the Architects Regulations Board.Lilian bring it into PLA strategic visioning , direction and commitment to social justice . Lilian also worked as the country representative of the American Jewish World service where she assisted grassroot organisation develop towards their missions.

Lilian is the founding Executive Director of Platform for Labour Action and the 12 years of service with PLA enhancesdher understanding of labour and policy related issues. Lilian also served as onthe Uganda Labour Advisory Board to the Minister responsible for Labour and has assisted hundreds of vulnerable and marginalised workers to escape exploitation and abuse.

Lilian holds a Master of Arts degree in Governance and Development, from Sussex University United Kingdom, Diploma in Legal Practice,Law Development Centre, Kampala and Bachelor of Laws, Makerere University Kampala Lilian was Elected Ashoka Fellow for Life 2002 as a member of Global Association of Leading Social Entrepreneurs and is the winner of the female human rights lawyer of the year 20.14 from the Uganda Law Society

Lilian will continue to support PLA through her sharing of richness and diversity of experience from, banking , land rights, human rights and social justice .

Ms. Grace Mukwaya Lule - Executive Director/ Board Secretary

She a democracy, human rights and governance expert who has worked extensively in the identification, formulation, implementation and evaluation of large and smaller scale programs. These programs have allowed her to work extensively in fragile and poverty affected areas, focusing on stabilization, state-building, human security as well as championing for the rights of vulnerable and marginalized workers.

She has over 8 years experiences of project management experiences and leadership. She holds a Masters in Town and Regional Urban planning from University of Pretoria, South Africa, an advanced certificated in Human Rights and Development from the Centre for Human Rights University of Antwerp-Belgium and two advanced Certificates on Human Rights in Africa and Gender equity in Africa from the Centre for Human Rights University of Pretoria, a bachelor’s degree in urban planning from Makerere University. She has served as a panelist on the African Youth Panel a platform that provides room for the African Youth to dialogue on issues affecting Africa with focus on youth employment, governance and participation. Grace is currently the Assistant Executive Director of Platform for Labour Action and is overall responsible for programming and change management.


Ms. Judith N. Lumu- Board Member

Judith is a Humanitarian and Development Practitioner with close to 14 years of experience in program coordination, planning and implementation of humanitarian, recovery and social development projects. She brings to the PLA Board skills and competence in child protection, community development, project monitoring and evaluation, food security programming, emergency and needs assessments, capacity building and reporting as well as partnership building and networking, human resource and operations management.

Judith is currently working with the UN World Food Programme in Yemen as a Programme Officer-Consultant. She has has consulted locally and internationally with Development Links Consult-Uganda and World Food Programme (WFP) in Kyrgyzstan and has held managerial and coordination roles including heading the Mercy Corps’ Operation in Abyei, South Sudan and the WFP’s sub offices in northern Uganda. She was key in the development and implementation of humanitarian and recovery operations in Afghanistan, Karamoja, northern and south western Uganda. She has also extensively worked with the internally displaced persons, refugees and other disaster affected and vulnerable persons. She blends her humanitarian experience with child rights and protection projects design, coordination, implementation and social work skills, which she acquired while working with Platform for Labour Action and African Network for the Prevention and Protection against Child Abuse and Neglect (ANPPCAN U Chapter).

Judith holds a Master of Arts Degree in Development Studies from University of Leeds, United Kingdom, a Bachelor’s Degree in Social Work and Social Administration from Makerere University, Uganda and a host of short professional and skills enhancing course certificates in human resource management, conflict sensitive development, organizational development, monitoring of human rights, results based management, advocacy and project monitoring and evaluation. She is also an Associate Consultant with Development Links Consult, Uganda.
