Consultant Strategic Planning


TITLE: Terms of Reference of Consultancy services to prepare a rolling Strategic Plan 2013-2015


Platform for Labour Action (PLA) is a national civil society organization that was founded in 2000 by a group of women activists. This was in response to the absence of an appropriate voice to address the rights of vulnerable and marginalized workers. PLA’s target groups are vulnerable, marginalized and undocumented workers, majority of whom are women, youth and children in the informal work sector. This includes children in exploitative forms of work, children at risk of exploitation, informal sector workers infected and affected by HIV/AIDS, women, youth, low income earners (below 150,000 Uganda Shillings or U$ 80 per month), and other groups defined as vulnerable and marginalized.

PLA operates under a multidisciplinary Board of Directors supported by a fully-fledged secretariat and three field offices in Lira, Wakiso and Iganga districts. The Secretariat is managed by the Executive Director, who is supported by senior management team and program staff. PLA also collaborates with existing national structures for the implementation of its activities, including local governments, Non-Governmental Organizations (NGOs) and PLA affiliated and other Community-Based Organizations (CBOs).  PLA has been working with vulnerable and marginalized workers since 2000 and her current programs include; research information and education, provision of legal aid services, HIV/AIDS prevention and impact mitigation through peer to peer approaches and mobilization into groups and networks, development of community action plans and trainings. Actions to combat child labour especially child domestic labour, advocacy on law and policy reform, research, information, education and documentation.


In order to deliver on its mandate PLA desires to review its current strategic plan (2010-2012)  which shall be its guiding tool steer it towards achievement of its objectives for the next three years 2013-2015. In order to guide and determine its strategic direction for the next three years, PLA is seeking services of an experienced consultant/firm to facilitate the strategic planning process for the organization. PLA is now desirous to invite consultants to respond to a Request for Proposal (RFP) based on the Scope of Work outlined below:


This Scope of Work is based on the specifications as given herein. The consultant shall work with PLA Board of Directors and Senior management, CBO’s, Stakeholders and other secretariat staff to review the current strategic plan for and develop a three year strategic plan for the Organization based on it’s objectives into two main thematic areas which are: Social protection and Human Rights and Accountability through consultations with the client and key stakeholders. The consultan will lead, facilitate and guide the senior management team, PLA secretariat and board to develop the new strategic plan. This will encompass;

a) Orient PLA staff , management and board members , PLA affiliated CBOs in the concepts  to strategic plan and theories of change at a two day works and develop a  framework for development of the new strategic plan.

b) Review and internalize PLA’s current strategic plan which defines the strategy ending 2012 and then document the key achievements realized by the organization and the changes or impact it has had on the lives of its target group.

c) Review all external reviews and evaluation reports , board minutes, PLA strategic plan,  programmatic strategies such as the advocacy and PLA legal Aid strategy,  and project documents , annual reports  and  national related  policy and legal   documents that impact on PLA’s work  such as  the NDP, SIDP2, national legal aid policy  international human rights instruments that impinge on PLA’s work, such as CEDAW, International Covenant on Economic Social and Cultural Rights, the  UN convention on the rights of the child , ILO Convention on the minimum age of admission to employment ILO Convention on the Worst Forms of Child Labour ,  ILO Decent  work  for  Domestic workers  convention, International covenant on civil and political rights,  UDHR,  relevant Protocols, AU frame work on social protection  amongst others.

d) Review existing draft advocacy strategies in PLA’s area of work and ensure their incorporation in the strategic plan, these are in the areas of social protection/ social security , legal aid and child exploitation, livelihood for domestic workers .

e) Identify gaps in current strategic plan that  need further action and gaps in needs of PLA’s beneficiaries to inform its strategic plan for the next rolling   strategic plan.

f) Facilitate thinking around PLA’s theory/ theories of change.

g) Work with the PLA team and board to  review of relevance of mission and vision  and current strategic objectives.

h) Identify key priorities that need strategic focus for PLA and present the findings of  the review and  assessments in above activities  at a workshop to for PLA management, program staff  and board  to stimulate further thinking for the new strategy.

i) Prepare a report on the review of current strategic plan and positioning of PLA in the current development agenda.

j) Work with PLA management team, staff and board   to conduct a stakeholder analysis for PLA’s work including advocacy work and develop a strategy on how PLA will strengthen her collaboration with them.

k) Hold consultations with the PLA Board, senior management, staff, peer educators, CBO representatives and partner organizations to identify key issues to inform the new strategic plan.

l) Lead and facilitate a participatory   process to agree on key issues, thematic areas and develop the strategic plan incorporating the rights based approach and following the balanced score card format.

m) Work with the e M&E and Program Team draw up an M&E Framework for the strategic plan.

n) Make a presentation of the draft strategic plan to senior management and staff for input and comments.

o) Work with the finance team at PLA to cost the strategic plan.

p) Present a strategic plan to the board for approval.


The Proposal should be valid for 30 days from the date of submission.


The Consultant will have to submit two separate proposals. A technical proposal that details how the above scope of work will be carried out; qualification to perform the services (cover letter, detailed CV, References), Relevant experience,  evidence of similar work done and availability of appropriate skills.

The proposal should include the consultants understanding of PLA’s mandate; methodology, choice of consultants / team composition, experience of similar or related work Human rights issues and work plan.

This technical proposal should not exceed 7 pages. Excluding (cover letter, detailed CV, References), and other attachments.


The Consultant will provide a financial proposal. The financial proposal should indicate a breakdown of the costs time doing all the activities specified under the SOW given above.


PLA will only evaluate the technical proposals that meet the requirements of the Scope of Work as the major criteria.

It should be noted that suitable technical proposals which meet the requirements of PLA’s Strategic Plan are the only ones that will have their corresponding financial proposals evaluated. Evaluation will be based on the Quality and Cost Based Selection methodology. The financial proposal should have fixed fee rates for the duration of the validity of the proposal.
